Usually one of two things. If it's an under-house garage on a slope, water is likely entering at the uphill wall where wet ground sits behind it — and that wall is normally the darkest, least visited part of the garage, so growth establishes before anyone notices. Otherwise it's general slab moisture with no ventilation. Either way the smell is microbial, meaning there's active growth somewhere. We find the source and treat it rather than masking it.
